The exchange of QSL cards by radio amateurs is a practice that is almost as old as radio itself. IARU QSL bureaus — national-level clearinghouses for cards sent in bulk from one country to another — came about initially because the addresses of individual stations were not widely available in part because amateurs in some countries operated without the benefit of a license and international postage for individual cards was relatively expensive. For many years the QSL bureau system was reliable, inexpensive, and almost universal for countries with more than a handful of amateurs.
Amateur radio international reciprocal operating agreements permit Amateur Radio Operators Hams from one country to operate a station whilst traveling in another without the need to obtain additional licenses or permits. When no agreement exists between countries, amateur radio operators are often required to apply for a reciprocal operating permit or a full amateur radio license and call sign from the host country. Some countries may accept a foreign amateur radio licenses as proof of qualification in lieu of examination requirements  whereas other host countries may provide unilateral reciprocal operating privileges without the need for additional licensing. Amateurs are permitted to operate from most European countries without the requirement of obtaining additional licensees or permits.

An international reply coupon IRC is a coupon that can be exchanged for one or more postage stamps representing the minimum postage for an unregistered priority airmail letter of up to twenty grams sent to another Universal Postal Union UPU member country. UPU member postal services are obliged to exchange an IRC for postage, but are not obliged to sell them. The purpose of the IRC is to allow a person to send someone in another country a letter, along with the cost of postage for a reply. If the addressee is within the same country, there is no need for an IRC because a self-addressed stamped envelope SASE or return postcard will suffice; but if the addressee is in another country an IRC removes the necessity of acquiring foreign postage or sending appropriate currency.
